Editor problem on new pc...

I recently got a new pc and have been ATTEMPTING to work on some tracks. Im using vista ultimate.... When I try to test or export a track from the editor, I get the following error --> ..........UserTracks\TestTrack.mst was not found and it just stops there. I have attempted to reinstall a fresh game and the problem persists. Does anyone know what the hell this is about?

Update: Used compatibility feature, still getting the error.

Right click on icon and run as administrator.
