Please help!

I bought the game from steam today and when I launch the game I get a view of the "warm up" track, with lights with dust in them.  This is on the top half of the screen and the bottom half is black.  I can hear the music for the menu and if I randomly hit enter and the arrow keys I can sometimes get into a race.  If I manage to do that, there is no HUD.  Has anybody had this problem and/or fixed it? I have already reinstalled it several times and checked the integrity of the files, and still nothing.
Here is my rig: Core i5-4590
                        Gigabyte R9 270-(AMD, this might be the problem but other people don't have problems with this game and AMD)
                        8gb RAM
