digital earthworks load up problem

Can any one help me? every time i try and load up digital earthworks this keeps popping up with this?

Like it says in the message you have a file missing. That file is part of DirectX and should be installed when DirectX 9.0c is installed, which you also need to run Reflex. I would suggest re-installing (or maybe repair if that option is available when you run the installer) DirectX - that should add the missing file.
